Not all of the lightning storms have the potential to produce something useful, so says The Ferryman. You'll have to keep an eye out for specific kinds, and do a bit of storm-chasing out in the Dunes to catch the one you want. In order to craft the tool, the shard itself must be struck by lightning. However you want to accomplish that is up to you!
The Ferryman describes the storms in question as such:
— A storm that turns the sky red will yield an offensive item.
— A storm that turns the sky green will yield a defensive item.
— A storm that turns the sky blue will yield a strategic item.
You a shard can contain the power of only one storm and you all will be given one shard each. These tools are single-use, and can be used during The Crossing. It's up to you what kind of tool you want to craft, and whether you want to brave the storms together, or separately.
